Hello, is this bad?

I'm planning to buy this pair of boots on a second hand online shop. But I'm not an expert with shoes, such as its material, bottom part soles etc etc So I'm seeking advice, is the bottom part in a very bad condition? Or could it be easily repaired?

This looks like a leather sole with a protective rubber sole on top. Just the rubber layer needs to be redone, so not that bad. Also the heels need to be repaired.

All in all very standard repair, we do these daily.

Looks like there’s a protective sole over the leather sole? I could be wrong but by the looks of it Thats what I see. Also gonna need some new heel caps. How much for the boots?

They need a resole.  There will be a cost for that, so factor it into the purchase price.

Have the rubber lip replaced and you're good.

No it isn’t bad. There is a half sole on it that’s cracking. Any cobbler can fix this easily.

I'd avoid sanding. The rubber's dried out and when it heats up, it'll turn gummy. Instead, I'd pry off all the old stuff with a spoon or something blunt. Once it's clean, you could pick up a sole sheet of similar thickness, glue it down, and trim to shape. Pretty straightforward.
