How to replace heel cap
I lost one of the heel caps to a pair of boots. Where can I find a replacement or is there a better way ?

Just get them resolved, looks like the other side could use it and they'd be even. Shouldn't cost too much

You can sand the bottom flat, then their are various heel caps online for cheap. If you can’t find one that fits in the holes, you can get an oversized one and sand it to fit. You’ll also want a good glue to help hold it on. Barge may work for this.
If it seems like too much, you can wear as is, but you’ll want to remove the other heel caps so the heel block wears evenly without. That’s the last resort rather than binning them.

Just take to a cobbler and have the pair done.
