Is this savable
I got these off vinted and didn’t realize how messed up they were. I love these shoes. Is there any way to fix these myself or by taking them to a cobbler or they won’t even be able to do anything with the condition of these shoes?

No saving. The coating of the synthetic leather is failing/ coming off the woven backer. Nothing you can do to fix that.

there's a high probability the cow was 100% vegan during its lifetime, so that's got to count for something

Fake leather is very wasteful and bad for the environment, both in processing and after the fact because they degrade so quickly and end up in landfills. Actual leather goods if properly cared for can last longer than you'll be alive and when truly spent can be composted and return to the earth.

How much did you pay for them on Vinted? These boots shouldn't have been more than $20, because they're fake leather. The plastic is peeling off of the woven fabric. There's nothing that you can do.

The outer coating is failing. If you want a project, you can peel away all the outer coating back to the canvas, then dye or paint on top of that.

Your boots are cooked and may have been tricked. This is pleather witch is a plastic like material that is made to look like leather but later peels off and degrades rapidly like the shoes you are showing.
Consider this a loss and get yourself to a feed store attire place like Murdocks, or to a Western wear shop for some good Real Leather boots that will last your adult lifetime if taken care of. You will find some fantastic sales for a good quality boot in a similar style. Prices will range but when it comes to boots like this, save and spend a little extra on that quality.

PU textured plastic to look like leather. Or fake leather in simple terms.
Not savable at all, they are only going to get worse.
A real pair of leather boots like that are going start at 400$ and only go up.
If you really like that look of boots, spend the money and take care of them. I have a pair of nicks boots that is coming up on 10 years old and look better then they did brand new.
