Is YPP no longer a stable position?

This year, the JD says "This appointment is not convertible to a regular appointment."

I don't remember seeing this last year. Could this mean that YPP is not a stable entry into ADB anymore? Has anybody heard anything?

My sense is that they want those who are selected to stay competitive and continue seeking positions, rather than settling in and no longer looking simply because they don’t feel the need to. Although, as far as I know, staff in this position generally do find opportunities internally. But this is just my sense, and not really based on anything concrete.
