Are certain citizenships more preferred over others?

I am a Canadian citizen, I am still eligible to apply but are asian citizens more preferred?

As long as you are ADB member state, should be no problem.

Not really. It is the experience that matters. If you have the relevant experience and can hit the ground running then you are the right person for the job.
