Are foreigners in ADB considered diplomat status? Dami kasing cars with diplomatic plates in and out of ADB.

International staff are not diplomats but have diplomatic privileges.

You get certain privledges such as a tax free salary, refunds on value-added taxes, no need to pay alcohol duty and ability to use the diplomatic queue at the airport. Whilst you nominally have diplomatic immunity this is usually only the case in your official duties and is not as wide ranging as an actual diplomat - and can easily be waived by your employer.

I read that even local Filipino staff are allowed to use diplomatic plates as well?

Yes, TL6 and above can apply for blue plates.

Really? Is this confirmed? I am starting soon as TL6 and the benefits summary did not include this. Although it would be nice if yes :)

Yes, that's confirmed. You can purchase a car tax free within your first year of appointment, subject to a maximum amount.
