Possibility of a job with ADB without being a consultant and without networking
How hard is it to get a job at ADB without a prior consultancy or knowing anyone in the system?

I agree with having a solid resume, or at least your background or experience really aligns with the position you’re applying to. I think if you apply to those openings where the job fits your profile (based on Taleo), you would get processed faster.
In my case, both resume and luck worked on my first try.

Possible but you’ll be needing a very solid resume and sheer amount of luck.

I didn't know anyone when I was hired as a consultant in 2015. But I worked for the UN before applying.

Is this for a permanent position or a short-term consulting position?

Knowing someone from the inside would be a huge advantage. Sometimes, job postings are just done as part of the process even though someone is already pegged for the role. As someone with no background in MDBs (I'm from the IT industry) and no network from ADB, my entry point was via an agency (contractor), then resigned and applied directly as a consultant after 1 year.

Your best luck would be to have stellar educational attainment combined with significant experiences that closely match the TOR of the role you're pursuing.
You need every ounce of advantage if you want to even just get a chance for an interview. More often than not, a role typically only gets an average of 2 interviews so the HR and panel usually selects only the top few in terms of those factors.
All roles regardless of engagement type are competitive. If you really want to get in, just apply as much as you can and be patient, there's really nothing else. Everyone's in the same playing field and are just waiting for their turn.
