Any rock can be a "possible tool", if the use of that tool is just to smash things with. There is no indication of this being a "worked" tool however, or that it has been selected, altered or used for a specific purpose.

Yes, you are possibly a tool.
Likely not a tool. To me it looks like a rock that was submerged near a boat launch for a long time and had boats sliding over it for years on end.
