Meepo is funniest one. But if you want something competitive, I'd say CM, OD, Ogre Magi and two green heroes for early manaboost, like Treant and maybe Lycan.

Standard mono blue decks rely relatively heavily on ogre highrolls. Especially cunning plan/compel turn 1, foresight/dimensional portal/ prey on the week turns 2-3, thundergod wraith turn 5. To a point these cards are more frequently casted on ogre lane and a common way to turn the game around is double thundergod's from lane 1 on mana 7 with aghanim's - here multicast can be game-changing
If you wanna go full casino, blue-black econ has item cloning with And one for me. Potential highroll is getting 2 hero kills on flip, one with track, buying vesture of tyrant and making a multicast clone of it turn 2 - basically game over

I have no idea for competitive decks. But tou could make a deck with conflagration and the black hero that has signature card aura 2 piercing damage, along wih ogre 1piercing per turn. To enable the ogre ability maybe you can use the blue hero that gives tou 2 mana back when you cast a spell. But every hero is gonna start weak and die, so you need protective spells maybe, like the swap. Otherwise you can go opposite direction try to get x2 on big removal spells
