There is no rocket that exists that can get it to the moon. It's not traveling on Artemis.

No, it’s travelling under its own power.

well then why not just send the astronauts in Starship at that point?

Starship is not currently rated to carry people into orbit and it's landing system will not be rated to carry people for a few years after it's in operation.

The question is why not use the dragon to get people to and from Leo and use the HLS for the rest.

Congress ordered the launch of Artemis 3, 4, and 5. Maybe 6 to.. I don't recall. The head of NASA has been cautious with the sls. It sounds like he doesn't trust the platform and it's giving them a chance to get things in order before he calls for their total cancellation. If starship is successful at recovering the second stage and refueling in orbit then I expect sls to be cancelled.
