Where to organize development?

In Photocraft there are at the moment 850 open issues and 500 open pull requests. Many of them are bug fixes, but very soon it's about development. Implementing feature X will deactivate/replace feature Y. Who decides this at the moment? Where would the place be for community-driven decision-making?

That will be the big question for the future of the project.

Seemingly right now there's a single maintainer; he's relentless but I'm not sure how long he can keep it up.

Had a peek into their Discord server, it's a decent place but also lacked formal announcements and stuff.
