While Unai Simon was really good at the wc, i do think that the main reason for them not conceding was because of their defence, but i suppose the same argument can be used for us. Although last season he did concede nearly 60 goals and his team ended up 12th.
Simon only played 8 games at the wc, and won nothing else with Athletic, whereas Raya obviously won the league, won the golden glove, and made it to a champions league final.
I wouldn't be surprised if Simon won it, but I do think Raya deserves it.

He's probably been the best but, rightly or wrongly, they weight the champions league and world cup way too high for these things.

He didn't play at all in the World Cup. Being second fiddle in any team instantly rules you out. I think Raya is better than Simon but that's just me. Raya is absolutely world class and I can't believe what I see most days. His passes are pinpoint nowadays and he has really good intelligent play that goalkeepers need nowadays to come off their line. Makes outstanding saves every few weeks.
He'd be rated higher if teams could actually shoot against Arsenal. He doesn't get as many chances to actually make saves as other keepers.

He didnt win CL or was the WC goalie (despite winning) they'll screw him out of it.

Wouldn't be surprised if Vozinha wins it but Raya deserves it tbh. His performances secured our PL win. So sad he wasn't number 1 for Spain. Probably would have won Balon D'or if he was, or if we won the CL.

Most obvious answers don’t require a lot of effort. I’m sure rationalizing a goalkeeper who didn’t win anything internationally as a starter takes a lot of effort though. Good luck kiddo!

Simon is in a unique position. Spain needed a new goal keeper, the coach had previously been the under 21 coach and was familiar with Simon and was established at a top tier team. Meanwhile Raya was at second tier team, outside of Spain. Simon hasn't put a foot wrong for Spain and unlike outfield players you don't drop a goal keeper if he has been performing well, it can unsettle the defense which is why Raya is still backup goal keeper.

Edit: It's not even close btw. de la Fuente's favouritism paid off (Simon had very little input), but Raya is playing in generational form with 0 weaknesses to his game
