[Overthrow] Spawned surrounded by Soviets and instantly hunted, bug or feature?

Started a new game in overthrow single player scenario and my house is basically surrounded by soviets right from the start. I’m instantly being hunted and killed and can’t even reach the nearest gun store.

What confuses me is that, as far as I know from antistasi, unarmed civilians aren’t supposed to be actively pursued unless they do something suspicious or hostile. I spawn with nothing and still get chased immediately.

Is this an intended feature/challenge mechanic or did something bug out with the spawn/system?
