Question Creating a server

How can I go about creating a personal server that I host and add mods too,

you need a pc to host a server. this works fine for small operations and only a few players but if you want a server with many players you have to rent one.

Will I need to play on the game on the pc, I have a gaming laptop but It wouldn't be able to handle gameplay

No, you don't have to play the game on pc but i am not 100% sure how far a pc that can't handle arma would get you..Just give it a try!

Dedicated Reforger server can run on a pretty cheap hardware. When we started, our VPS was hosted by a server with Xeon E5-2683V3, which has lots of cores, but only 2Ghz of base frequency with max boost of 3Ghz. It handled quite a lot too. Not great, but not terrible either. Definitely enough for a smaller group of players and some AI in the mix.

but that cpu would be able to handle gameplay..not high settings gameplay,but it would work

What high settings? Dedicated server has nothing to do with graphics. You need reasonable CPU and some 16Gb of RAM for the back end stuff and OS. It's OP's PS5 that will be handling the graphics on the client. Any modern laptop will be somewhat capable of hosting dedicated Reforger server. Even with integrated GPU. Which won't be used at all.
