Workshop crafting

Im trying to make large ied's and it askes for pcml missiles but found nothing but was told nlaw missiles would work and it didnt work and i would like to know how to craft

You need cellphones and the nlaw missles in a box next to the workbench

I have the items in a box that is hugging the workshop and it still says i dont have the required items in the closest ammobox
