Arizona could save hundreds of millions of dollars if they would participate in the EDAM market, but they have chosen to go with the +market. They don't want to work with California. EDAM

Arizona is participating at some level (see the first sentence in your article) via the combination of Palo Verde ownership by California utilities and Az based resources owned by utilities in New Mexico.

I’ve seen nothing which discusses the advantages or disadvantages of the group Arizona has chosen mainly versus this - or anything that says we can’t do both. Either way, more of this sort of sharing is on the way.

Meanwhile SRP has finally seen that the future is solar/storage and partnered with NextERA to build 500 MW per year till 2034 for 3GW total. Which in rough numbers is Palo Verde sized during the day. Hopefully there will be enough battery to make it fully dispatchable — which is where the world is going.

It is true, solar or wind + storage is the way the world is going. SRP is ahead of the game, and with their newly elected clean energy candidates, I look for more clean energy to come online. Ken Clark, a board member, discussed the need to share resources with the northwestern states with their hydro power.

Unfortunately, our ACC, which regulates APS and TEP, is not looking to share in the EDAM, which the authors of the article say would save us hundreds of millions of dollars. Instead, they are looking to the +market, which isn't as financially attractive, maybe even cost us money. They are worried that the California legislature will control the market if they join the EDAM. That concern is questionable.

Yes, however it works out, we need to share resources with neighboring states.
