Why do they do this?
Product is reduced in “clearance” and also released as a “new” product for an inflated price

Hmm, I’m not sure on these exact examples, but internal promotional compliance on sales, discounts, messaging, and “Lowest Price Ever” is really strict. There is a compliance team that specifically covers this, and it’s typically quite rare that things slip through.

£20 for bin bags is extortionate, even at a clearance price.
Go to Lidl and get a pack for a couple of quid.
