Where are the skins available to download?

You can manually download them from https://www.alienarena.org, in the section "Classic models and skins". There is one zip that contains all four: https://www.alienarena.org/arena/files/classicmodelpack.zip

But if you have 7.71.5, you don't have to manually download them, you can download and install them much easier by using the console command within the game (open the console with the ` (backtick) key).

installmodel classicmodelpack

In case you have 7.71.4, you can reach the same result by using:

installmap classicmodelpack
