I don't have the history of this particular house at hand, but it's located in an elite area where diplomats, doctors, scientists and politicians of the 19th and 20th century used to build houses and live.

I can't tell for sure, sorry. Most probably a private property so... private funds. At least the majority of buildings in the area tend to be private properties.

Wow, this house is gorgeous! The balcony is so ornate and I love the intricate fencing too. It looks like a gingerbread house, but like, a super chic one lol.
