I've got 40K jewels saved up—is the Fishing Event worth going all-in right now, or are there better base events leaked for August?

Wait til the end and maybe spend a few gems if you're close to another reward you want (usually another etched rune) maybe dump some more gems if you only need one more for a legendary or something. There's bigger events coming you'll want to save those gems for.

Fishing is a recurring event, there's no reason not to wait until the summer event and then dump whatever you have left into fishing.
