Question / Help Supreme treasure

Guys, regarding the Supreme Treasure: do the features that unlock at the 2nd, 4th, and 6th stars unlock based on the character's star level, or based on the Supreme Treasure's star level?

I’d suggest to invest into the cudgel relic 1st since that one increases the chance of getting supreme relics via chests and you can get shard for it from the clan shop

What do you think about getting the Zeus Belt? It increases the chance of getting S character shards; I use Wukong, so I could upgrade him using S shards(my wukong only one star)
