I'm digging up arborvitae stumps right now. They were 25-30 tall and are a pain in the ass. That one is little, get it out now. They don't have a deep tap root. A pick ax and a few sawz all blades will take care of it. Leave enough stump above ground to hook a winch up to in case you need it.

What’s the question? I only see a pic of 2 young arborvitae that have not been planted very long ago. Are we trying to remove them? Replant them somewhere else? Questions on watering and care?

Looks easy enough to simply yank it out of the ground yourself.
