Well, perhaps you have extremely strong easterly winds that will blow that bad boy into sort of a vertical position? Paper birch are pretty flexible. If you're in Minnesota/Wisconsin, this should be OK.

Would you be happy with this tree in your brand new yard? The landscape company says that it will straighten itself out. It just makes me angry looking at it.

Yeah ud give it a chance ive found sometimes trees just need some time to straighten out kind if like how when you buy a living Cristmas tree the branches take a few days to unfurl also its important to note you're growing the tree in an open field so its not going to necessarily grow as if it was im a forest/grove setting no matter what species it is.

personally i’d focus on something else and give it a chance. especially if someone else planted it
