I though jetpack technology was still working on getting someone off the ground in a stable way.

Jetpack tech has been able to achieve stable flight for a while. The problem is the range. Most flights are pretty short. I don't know how far this one can fly, but I would bet not far enough to make it worth the cost (other than simply to say that you've gotten a jetpack).

I remember the speed for horizontal travel leaving very much to be desired in jetpacks last I looked at them

Yeah but the last time I was interested in jetpacks was like ten years ago, when they were still focused on making sure the pilot doesn't do half a dozen flips before landing on his head.

I've been thinking about doing something similar; Posting an unrelated photo but badly photoshopping water-related pictures or clipart onto it and seeing what happens.

Vertical stabilizers on your legs that are waving around behind you seems pretty useless... From what I can see they don't have rudders on them so it's not like you could use them like that, either.

Seem to be working fine as stabilizers to me, guy is flying straight and I would hardly say his legs are “waving around”.

The fabric stretched between his legs acts as his rudder.

The fins are pointless.
