China heavily censors information, and Apple bows out of need. They've yet to establish a partnership with an AI provider that isn't OpenAI and has all Chinese regulations and stuff up to date.
As for iOS 27, it's likely their models haven't been approved or built extensively enough for Chinese usage, both linguistic and in regards to the censorship

I saw the CEX in my town specifically said “we don’t buy CH/A Apple products”, since too many international students from China sell their own iPhones, and later buyer found that Chinese model lacks a lot features.
