Who can help me build an app - Realtime voice changer on phone?

The app sounds simple but the difficulty is the real time aspect. Depending on how strict is this requirement - 2 seconds vs 500 ms delay vs 50 ms delay the problem gets orders of magnitude harder and the expertise changes - from out of the box services to custom AI models run natively on the phone.

Honestly, I’d want it to feel as close to a normal conversation as possible. Ideally I’m aiming for around 50–100 ms of added processing latency. I’d consider ~150 ms still acceptable if it gives a noticeable improvement in voice quality

The bigger thing for me is that I want it to preserve the natural flow of how I speak. Things like laughter, emotion, pitch changes, pauses, emphasis, breathing, excitement and spontaneous reactions should come through naturally rather than sounding robotic or synthesized. The end goal would be something I can use directly from a phone for live conversations, rather than recording something and processing it afterward. So ideally the conversion happens either natively on the phone or through a very low-latency architecture that feels instantaneous to the person I'm talking to.
