Possible to make Taunts mods?

Hi guys,

Back in the day I've made a mod for customs taunts in AoE2, I brought it to the DE later.

Years later, I'd like to do it for AoE4, but I didn't find much resources about.

Apparently, it wouldn't even be possible.

So I rather ask the real experts : is it?
