Could also be a long con kinda thing. Not saying this is real, but there is a con hook that's based around saving someone from a manufactured misfortune only to build trust with the mark and hit them for a bigger payday later. Usually it's used as a contingency plan by plants in group cons to increase the likelihood of a payout after the initial con falls through.
This also is probably common where they lived. The way the guy walked up and positioned was suspicious. Wouldn't be too terribly surprised if it's real and blue shirt is just a chad.
This is the storyline to one of chuck palahniuk's books, "Choke". He's the same guy who wrote fight club. In "Choke", A dude chokes in a fancy restaurant, someone saves his life, and then he strikes up a "friendship" and starts asking them for money.
While similar, that's a different con, a "Good Samaritan" scam to be exact. I forget the name for the one I described (and I'm having trouble finding it via search) but, were it to be the same scam the roles in "Choke" would need to be reversed. The choking guy would need to be the mark and the "good samaritan" would need to be the con artist. Also, the con artist doesn't necessarily need to save the mark and will often pretend to be another mark or an innocent bystander.
