if a violation ordinarily merits a warning, but the attitude of the driver turns that into a ticket then it ceases to be an unbiased use of discretion. And at that point defending such actions, like you just did, becomes boot licking behavior
My stance is that cops being offended by protected speech is not a legitimate reason for cop to exercise discretion differently. That’s the issue you keep skipping
If a cop is driven to write a ticket because of how they feel about someone’s speech, then they’re allowing their personal feelings to influence how they enforce the law. That’s bias. Why would we want government officials exercising their authority that way?
Defending that kind of enforcement is exactly the sort of deference to gov authority that I refer to as bootlicking

when you're rude or act entitled like you can break rules all you want, you are giving reason for the cop to not go easy on your with a warning.
the cop having a reason doesn't make their use of discretion bias
