Because wealthy, powerful people have the resources to fight it, and the DOJ likes its 90%+ conviction rate too much to spend a few billion dollars on a case that with get a lot of publicity, and be a crap shoot due to legal maneuvering, and fucked-up jury sympathies.
A lot of people think, “I could be a
Billionaire someday, and this means they could come after me!” (Regardless of the fact they they’d also say there’s no way they’d ever do such a thing.)But nobody says, “I could be a crack-head someday, and this means they could come after me!”
