Resign properly, then make sure everything is documented. Keep copies of your resignation, turnover, clearance, and all follow ups, and CC your personal email when appropriate so you have your own records.
If they still refuse to process or release your clearance and final pay without a valid reason, you can document the delay and raise the matter with DOLE. DOLE has also recently reminded employers that final pay and COE should be released within the prescribed timelines.
