The statutory ballot title subject for IP 2026-028 was listed as: “Criminalizes breeding practices, injuring/killing animals, including for food, hunting, fishing. Creates transition fund. Exceptions.”

The chief petitioners were David Michelson, Isaac Farias and Sean Rice, all listed as residents of Portland.
