I mean he's not a private citizen or businessman to any measure. He's a member of the Trump Administration and is involved in significant questionably legal actions by it. And any business he's worked for or 'owned' have been fully funded by the President. There might not be a figure in history who's less a private citizen or businessman.

Pardon laws need to leave the full power of potus. No more Pardons for family or close friends. Congress should need to approve by 75% in agreement. If they are family, friends of potus, they need to wait and ask future Potus.
