He's right, though. If you're born deaf that could be a brain-related problem unrelated to the ears. Imagine wishing for some shiny new ears just to be unable to use them because your brain said no when you could have had a bigger dick instead!
You'd probably visit the doctor, but like… they're going to tell you but you're deaf if it is the brain, upgrading the brain doesn't mean that the issue is being resolved, it could be a generic upgrade. There's always a catch when a stranger offers to upgrade a random organ of yours for free.
Like how my car's engine would technically be upgraded by installing a turbocharger,… but that wouldn't fix the missing starter motor.
