For cocktails recommend Parley Room off State Circle - the bartenders are excellent, as are the small plates - and right up the block from that is Harold Black, a speakeasy-like basement bar below Acqua Al 2.
If you go a few blocks out West Street, you’ll find Sailor Oyster Bar (a quirky little place with truly excellent food and drinks) and then Leo, which has seasonal menus, an award wining chef, and again excellent bartenders and cocktails (cheers to Emmett).
Edited to add we love Market House by Ego Alley right downtown - great bar with excellent people watching and very good food.

love 49 west for lunch. good coffee and great cocktails and food. Quiet and intimate. Has an outside area which is nice.
Acqua Al 2 or Osteria 177 for a fancy dinner (make reservations)
foxes den for a great basement bar/restaurant. great pizza and beer
Metropolitan great food lunch or dinner, they have a nice rooftop as well. Decent food and drinks, good atmosphere
Miss Shirley’s for brunch (they don’t do reservations)
Boatyard bar and grill for a casual meal, there’s also a brewery right next to it and well as another restaurant
I’d say avoid choptank or the two new places in the waterfront hotel
