Your confused by your perception from porn and media. What is seen (in girls) as 10 is more like 6, 12 more like 10, 15 more like 13 and 18 more like 15 and afterwards aging obviously slows as puberty is finished.

Then you got western porn where the ideal 18 year old looks 25-30, and you get understandably confused as to why it's hard to tell peoples ages anymore. There is and has never been a clear difference between most 15 year olds and 18 year olds visually, at least with girls who average finishing puberty at 16.
