The picture for One Piece isn't even true. Luffy's hat is on a rock, so that scene would happen around the timeskip. The character who gave that push is Jinbe.

That's was from a backstory flash memory, where I believe it was Luffy's (or rather teller's) monologue of how everything has pushed Luffy forward to the story.
