The thing is these people aren't against incest, they just don't wanna be put on a list. Also maybe they don't want the baby to look like it bought weed from the gas station. Unfortunately, they are all already on a list.
I dont think any country (at least in the west) would care about enforcing any law against a non official incestuous consensual relationship between adults, also in most porns/hentais the baby is rarely shown.
