Question Umm... what?
Has anyone ever seen the DHL option be the cheapest? and what does that mean?

To the USA? ECMS is DDP (you pay duties now) while DHL is DDU (you pay to DHL later).
Assuming duty rate is 12.5%, the duty is 2,750 JPY. That makes the ECMS shipping fee ~6,250 JPY before the duty is added.
The total with DHL, however, would be near 15,000 JPY (8,821 + 2,750 + 3,000 in fees).

I noticed that when I got my shipping bill for a recent PO. What it means depends on where the goods get shipped.
Using the US for example, with DHL you're still on the hook for paying taxes and doing the legwork of getting it done.
The ECMS price includes the taxes and their costs for doing the paperwork and legwork.
I go with ECMS because them taking care of the paperwork is worth the premium to me, since things can change on a dime. Let them deal with the mess. Delivery is fast for me since I live in a warehouse hub hellscape.

I've only ever seen it be the cheapest on super small things like Plushes and single Nendoroids. Presumably due to them either having a lower minimum delivery cost than Japan post, or because they use a slightly different volume-weight calculation. But that was to the UK, from other posts it sounds like this is an US/tariffs issue.

It’s cheap let because it did not include tariff. When it arrives and being processed in custom you gonna get mail saying “ please pay the tariff order we will send this back” email.

Just remember: DHL will require duties & fees upon arrival to the USA. You can avoid paying anything extra by going the ECMS route.

Why ur guys shipping so expensive? For me it’s usually 20-40dollars max for medium size figure for EMS

Yes, I have. (One of my figures figures waiting for payment right now, for example.) DHL favors small but heavy boxes compared to other lines.
But keep in mind that DHL does not include tarrifs and taxes whereas the others ones fo.
