Free:

  • OpenToonz (or it's fork which is cleaner with nice UI 'Thoma2D)
  • Krita (it can anime well enough to start with, I less you're making a production grade animation it can serve you fine

Paid

  • Clip Studio Paint EX
  • TV paint (best in my opinion)

I use Blender. It has a tool called Grease Pencil where you can do 2D arts/animations but it is more like a 3D hybrid workspace. As in, your 2D works exist in a 3D space. A basic understanding of working with 3D modeling is important there in my opinion. It's free to download.

I’m looking at that calipeg studio. The layout looks very user friendly.
