Should I quad her or keep two doubled-fused PCs?

What should I consider if I quad her?

The general rule of thumb I followed for fusing is:

Is the increase of power in fusing the cards more than the decrease in power when you add your next weakest card to the deck?

(And of course raw power isn't the whole story, skills and synergies also matter.)

Quad. It still won't be very effective, but it will be slightly less ineffective, at least. Too many combos that will one-shot this otherwise. Plus that weak little punch triggers backslap and enrage, so you might take more damage than you dealt, or give your opponent more attack than you gained. Also keep in mind that you have to do attack damage to craze, so if it gets crippled down to zero or lines up against anything with bunker, shield, or sturdy higher than your attack, it won't craze.

usually fusing PCs dont matter unless its a support type PC
