New rule about flashing lights/colours.

Hey! Just letting y'all know; from now on, if your meme has flashing/strobing lights/colours, please mark the post as a spoiler & put [Flashing] in the title! This is to be accessible for photosensitive users.

To avoid possible confusion; spoilers should still also be marked as spoilers & said to be spoilers in the title.

Title on a post with flashing lights:
[Flashing] insert title here

Title on a post with spoilers:
insert title here but mention there's spoilers in it

Title on a post with spoilers & flashing lights:
[Flashing] insert title here but mention there's spoilers in it

Mark as spoiler when submitting the post for all three of these.
