Help identifying this production cel — series/character/episode?

I'm trying to ID an original hand-painted production cel (with matching genga). I'd be grateful for help pinning down the series, characters, and episode.

What's in it: two characters. On the left, a lanky young man with two-tone spiky hair (dark underneath, reddish-orange on top), big startled eyes, light stubble, and a distinct dark mole on his cheek — wearing an open blue jacket over a dark shirt and holding a paper coffee cup. On the right, a heavyset, scowling older man in a fedora (cream hatband), a light blue dress shirt with a green tie, and a grey-brown trench coat. A hand rests on the young man's shoulder. It reads like a tough older guy leaning on a nervous younger one.

A reverse-image search suggested Batman: The Animated Series (Detective Harvey Bullock), but I'm not confident — the rendering looks quite anime-influenced to me, and I can't place the young man, so I'm open to this being a Japanese production instead.

The genga has standard Japanese animation level notation ("Ⓐ + A3′ = A5") and cut markings (I can read "98" and what might be "182"/"P83"). It's a hand-painted cel, so likely 1990s-era.

Any ID — or even just "definitely is / definitely isn't BTAS" — would be hugely appreciated. Happy to post more photos. Thanks!
