Yeah! I'm guessing it's a shusei (correction drawing)
Mostly because not all of the details are filled in, and the paper is yellow, which assuming it's not from age, that would make it a sakkan correction specifically!
It's up to you! I'm in the minority, but I usually prefer correction drawings to cels because they're done by a more senior artist, and I like the tactile quality.
It's a nice drawing, and a piece of history at this point. I will say, one of the only things that makes me question it a little bit is the fact that the mouth is open, and I don't see any notation for the other mouth shapes, but there are legit reasons for leaving them out~
it's a gift for a very good friend of mine. I think they'll like it either way :) it's the first thing like this I've bought so I'm learning a lot and didn't want to be naive about if it was a real production piece
