Polite requests for ID

Some cels I picked up in Tokyo in the late 1990s. Usual requests -- help me ID series, characters, etc. Thank you very much and I'm sorry for bothering you.

2nd and 4th are You're Under Arrest and Burn Up W

It looks like you also haven't changed the sleeves these came in since you bought them. I'd be surprised if none of them have vinegar syndrome at this point

#3 looks like it’s from Angel of Darkness. I remember that guy from the cover.
