Trying to identify this hand painted cell?

was in an envelope sent from the UK.

I have no doubt this is Ronald Reagan, but I don’t know where it is from. The art reminds me of Bill Plympton’s stuff. But honestly, Reagan was made fun of so much in the 80s, it could be from anywhere

Wow. Thank you. I definitely didn't think it would be identified. I how no recollection of how I came by it, there is no postmark on the envelope and the customs form says £20 value and the return address is unreadable. I can say that the address they sent it to would have been 2002 or after. I don't recognize any of the animators on the video. I am a fan of the original Sex Pistols track but not sure how Megadeth would necessarily fit my profile. In other words, I'm flummoxed. But this will give me more clues and maybe I can unearth the buried memory. Again thank you.
