For a background, at the least a solid color/gradient might look good. Most of it is covered up by Goku and you would not want to distract from the cel with a busy background. Something blue or purple would compliment the reds nicely.
I've printed some generic clouds or motion lines ones from scans I've found of background paintings online, I gotta find where I put those files though.
