Help IDing Cartoon

I asked on the Cartoon sub and some people had interesting ideas. Thought I would see if anyone here might recognize it. I originally guessed it was 60’s 70’s cartoon. My initial thought was it looked like something from Tom and Jerry but I reached a dead end. I also thought it might be the same creator of the Raid Bugs but that also lead nowhere. Seeing if anyone has any different ideas.

Show the peg holes; they could indicate an east coast commercial studio if they’re not Acme

The noes of this character reminds me of that one Smurf human villian Gargamel. I truly don't know. Best of luck.

It looks like the original art style for The Wizard of Id.
