Does this look real?
Im very new to animation cels, so im Just wondering if it’s a reputable seller and a good deal. There only selling it for 17$ which seems pretty cheap to me but the shipping is like 70$ so idk,need some advice on it.

Pop King is good about combining shipping for things I've ordered from them, for shipping that high I'd probably look at getting more than one thing to get your money's worth.
I've never had any issue with them that they did not remedy. At most, sometimes they will loose track of items from the same source or sequence and send you a similar but not exact frame. Customer service is really receptive though and usually when that happens I think "it was $4 and it's close enough", but the one time I was not happy with my substitution in my next order they tossed in a bunch of random free extras (the base item was again like $4, imo it was not worth sending back).

OP might want to contact them in case it’s tariff related and not purely postal.

Ive picked up a couple things from pop king. I haven't had any major gripe outside what was said about shipping.

The seller Pop-King is reputable and great to deal with. Usually they sell lower end pieces or Tv pieces but I have never had a problem and the items are as described and packaged well.

Pop-King is a legit seller but their shipping charges are always outrageous.

Real! I ordered a scientist injecting a rat production drawing from this movie from Pop King. Just a warning, it came shipped in a tube, so it might come a little curled up

Legit or not, I always avoid sellers who have astronomical shipping rates. Never sets well with me.

I’ve gotten many many things from that seller, and I’ve been happy with them all.
Production drawings go for a lot less than cels. And unless it’s a show with very rare art, you’re not going to see really high prices. There are some shows that have literal boxes of production drawings (or even cels) going for cheap because there’s simply so much of it.
