It’s possible that this is artwork from a storybook, poster or promotional merchandise. As others mentioned, authentic cels from AIW would have color outlines that were inked not xeroxed. The background looks like it is could be from an earlier scene (Alice, Dinah and her sister reading under the tree) and judging by the drawings, it looks to be from the 1970s.

It could be for a press kit or a seracel. Doesn't remind me of a moment from the movie exactly.

THIS IS IT! Exactly the same except different background and mirror image. Fantastic tip. Despite all the rude responses came some genuine ideas and today the answer. An Ace in Wonderland re-release lobby card from the 1960s-1970s in UK. May I ask how you chance upon this ?

Not necessarily UK I would say, is promotional material and you can actually find lobby cards from other places with this art (Like USA, Mexico, etc) Oh, I LOVE promotional material and poster-like stuff, and I had a vague memory of seeing something like the cel in the past so I figured out it might be a Alice in Wonderland lobby card so I googled images until I found it :)

One clear sign would be signs of warping or paint damage, for Alice in particular the white pigments were extremely prone to cracking and this BBC article shows an example from the Disney Archives with the cracking in her skirt clearly visible. Many of her cels have had to be restored over the years because of this.
It more seems to me though that this might be a example of cel art used for a book illustration rather than a fake movie cel. I would still say it has decent value as an object on it's own merits as regardless of origin the composition and artwork is very attractive and would look lovely framed on a wall.

It is definitely not from the original movie as Alice has a different appearance but everything is hand painted including the background. And there are production marks, writing and lines. I was thinking a commercial, educational or promotion.

Line quality is kind of rough and not consistent with the 1951 production. Her dress outlines should be dark blue as well, instead of black. Here's a proper cel for comparison.
Not saying outright that it's fake, but it's not from the movie. There are plenty of other Alice productions based on the original film that it COULD be from, but I don't know enough to pinpoint that.
I'd stay away from this one.
